Manipur Chief Minister N. Biren Singh has recently publicly apologised for the long-running ethnic unrest in the state, which began in May 2023. The conflict mainly involves the Meitei and Kuki communities, resulting in the death of over 250 people and displacement of about 60,000 people.

Apology
On December 31, 2024, Biren Singh expressed deep regret for the violence and suffering caused by the conflict. Speaking at a public event, he said:

“I deeply regret the loss of lives and their suffering. As the Chief Minister, I take responsibility and apologise for the suffering caused. It is my duty to ensure peace and harmony among all communities in Manipur.”

Context of the conflict
The unrest was triggered by disputes related to land rights, Scheduled Tribe status and ethnic tensions between the Meitei majority in the Imphal Valley and the Kuki-Zo tribal communities in the hill districts.

The violence escalated into widespread clashes, arson, and displacement, drawing national and international attention.

The central government and security forces are working to stabilise the situation, but tensions are still high.

Steps ahead

Biren Singh emphasised the need for dialogue and reconciliation. He also outlined the following plans:

Rehabilitation of displaced families.
Strengthening law and order to prevent further violence.
Initiating peace talks between warring communities.
This amnesty is an important step in acknowledging the government’s role and responsibility in overcoming the crisis. However, the path to lasting peace in Manipur will require sustained efforts to bridge the deep-seated divisions among its communities.
